Job Summary/Basic Function:

This position is responsible for assisting the Director of Emergency Management in directing and managing a comprehensive emergency management program to include all phases of mitigation of, preparedness for, response to, and recovery from major incidents (including but not limited to natural disasters, public health emergencies, acts of terrorism, or other human-caused crises/disasters occurring at Boise State University campus property).

This position may be required at all hours to systematically identify and analyze the natural and technological and man-made risks and hazards that pose potential threats or risks and significant consequences to the Boise State campus community; to make decisions on whether a crisis situation will have an impact on campus operations (including notifications to the Executive Team in a timely manner); to make timely decisions on whether to activate the Emergency Operations Center and call-in various members of the Incident Management Team; and to make time critical decisions for when urgent messaging is sent to the campus community.

Campus Security Authority: This position is identified as a \"Campus Security Authority (CSA)\" per the federal law known as the Clery Act. Per this law, the employee is required to report any crimes that he/she becomes aware of to the Clery Compliance Officer. Additionally, CSAs are required to complete annual training prescribed by the Clery Compliance Officer.

Level Scope:

Manages a large team typically consisting of both experienced professionals and subordinate Managers. Focuses on tactical and operational plans with short to mid term focus; significant responsibility to achieve broadly stated goals through subordinate Managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Requires broad management and leadership knowledge to lead a project or program teams in one dept/job family. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines campus strategies for a program with campus wide impact.

Essential Functions:

Assists the Director of Emergency Management in conducting the University\'s Emergency Response:

Prov des on-call emergency management support and coordinates response during campus safety and security incidents, both planned and unplanned.

Manages the Emergency Operations Center, allocates resources for emergency activities, and serves as the secondary alternate Emergency Operations Center Director.

Implements emergency notification systems and directs response activities during emergencies and crises.

Responds to campus emergencies or unplanned events on campus, which may include nights, weekends, or holidays with minimal notice.

Assists the Director of Emergency Management in Directing and Managing the University\'s Recovery and Mitigation Planning Program:

Conducts assigned Emergency Operations Center duties during an emergency until the University is back to normal operations.

Reviews campus practices and operations to identify issues, observations, shortfalls, and solutions in order to mitigate against loss and reduce risk.

Identifies, recommends, and implements programs to reduce the frequency, severity, and cost of disasters, injuries, fatalities, and impact on critical University infrastructure and the environment.
