BASIC FUNCTION
Under the general direction of the Regulatory Programs and Projects Supervisor, operates the
Water Reclamation Facility (WRF) laboratory to ensure compliance with local, state, and federal
monitoring requirements, as well as internal process control needs.
The Laboratory Analyst conducts a variety of standardized chemical, physical, and bacteriological
analyses in accordance with EPA approved methods; maintains the laboratory quality control
(QA/QC) program to ensure the generation of accurate data; evaluates test results and provides
process control data to operations personnel; enters data for facility records and regulatory
reports; provides laboratory training for other staff members as necessary.

Perform laboratory activities daily including sampling, analyses, record keeping,
instrument maintenance, and housekeeping.
Uses microscope to identify and observe microorganisms, and relay information to plant
personnel.
Prepare standardized laboratory reagents for process control analysis and compliance
monitoring.

Ensure adequate supplies are on hand to perform analyses.
Meet schedules and timelines.
Maintain a laboratory Quality Assurance Project Plan (QAPP) including Quality
Assurance (QA), Quality Control (QC), and Standard Operating Procedures (SOPs).
Provide data on the operational conditions of the WRF to the supervisor and WRF staff.
Confer with Regulatory Programs and Projects Supervisor on Idaho Pollutant Discharge
Elimination System (IPDES) permit conditions and plant efficiencies.
REQUIRED EDUCATION AND EXPERIENCE
Graduation from high school or GED.
An Associate degree or higher in a physical or environmental science, with a Bachelor
degree preferred.
Wastewater technologies and three years of increasingly responsible laboratory
experience at a wastewater treatment facility and an associated Wastewater Laboratory
Analyst License may be considered as substitution for a degree.
REQUIRED LICENSES AND CERTIFICATIONS
Valid Drivers License.
Class I Wastewater Laboratory Analyst License or higher preferred. Ability to obtain a
Class I Wastewater Laboratory Analyst License within one year of hire.
COMPETENCIES
Knowledge of wet chemistry, microbiological analyses, microscopy, laboratory analysis
techniques, and lab/chemical hygiene and safety practices.
Knowledge of sampling requirements and protocols (to include preservation, chain of
custody, and holding time requirements) for analyses.
Familiar with proper disposal methods for chemicals, other hazardous materials, and
residues.
Familiarity with federal and state laws and regulations relating to wastewater discharge
and monitoring requirements, including the City of Moscow National Pollutant
Disch arge Elimination System/Idaho Pollutant Discharge Elimination System
(NPDES/IPDES) Permit.
Knowledgeable of data entry into spreadsheets and/or other laboratory data storage
programs.
Ability to administer laboratory quality control and quality assurance programs.
Ability to evaluate spreadsheet data to determine compliance with IPDES Permits.
