Responsibilities

The NNSS has an opportunity for a strong accounting professional of the CFO organization, and upholding business relationships with the National Nuclear Security Administration is imperative. Achievement in satisfying Government Compliance responsibilities and initiatives, while the company experiences significant growth in its National Security mission will be the focal point in the work performed. Your position will have a direct impact on the success of the company and will have a significant impact on achieving and maintaining compliance across various directorates.

Key Responsibilities

  • Apply and analyze accounting principles, practices, and procedures as they relate to Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and Cost Accounting Standards (CAS) to influence and provide guidance to stakeholders

  • Perform an annual review of the MSTS Cost Accounting Standards Disclosure Statement and assist in any reviews by the customer.

  • Function at an advanced level by planning, organizing, and coordinating Government Compliance and Internal Control Program activities to meet established objectives and schedules. Key activities include A123 internal controls assessment, Entity Controls, Assurance Letter, and the Management Representation Letter.

  • Support Inspector General’s annual incurred cost audit

  • Build and sustain relationships with Government counterparts through customer interactions, audit/review coordination, effective communication, execution of deliverables, and issue resolution.

  • Support Finance & Accounting’s Risk Management Program and coordinates status reviews and updates in enterprise risk management tool

  • Perform labor charging audits; fund audits; and various data analytics.

  • Research and analyze unique compliance issues as the primary financial compliance advisor to the CFO, his staff, and leaders across the organization.

  • Develop additional data analytics and supports fraud mitigation strategies.

  • Plan, coordinate, and perform OMB Circular A123 (A123) Financial Management Assessment (Government’s Sarbanes Oxley type program) including risk assessments, test plans, and tests to determine if controls effectively mitigate the risks.

  • Work closely with Internal Audit (IA) and Cyber Security to assist Internal Control testing and compliance efforts including fraud mitigation activities.

  • Assist with the review of internal and external audit reports and development of corrective action plans for the department.

  • Assist in the training of personnel on cost accounting standards and labor compliance

  • Build and sustain relationships with counterparts in other DOE enterprises through sharing of best practices and methods to reduce compliance risk, participation in cross-site compliance teams/efforts, and opportunities to support compliance efforts at other sites.

  • Performs other duties as assigned by management.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in accounting, business administration, or other business-related field and at least 5 years’ of professional level experience, which has provided a broad practical knowledge, preferably related to a government contractor environment, or equivalent training and experience.

  • Must possess good analytical skills.

  • Must possess good oral and written communication skills to interact with all levels of MSTS staff and management, auditors and Department of Energy personnel in a tactful and professional manner.

  • Must possess excellent customer service skills and be able to effectively deal with frequent interruptions, changing priorities and multiple tasks. Must work well in a team problem-solving environment and demonstrate initiative. Must have knowledge of software applications, such as Microsoft Office products (Word, Excel, PowerPoint, etc.); knowledge of Oracle EBS and advanced Excel is desirable.

  • Applicant selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified material.

  • The primary work location will be at the North Las Vegas location. Flexibility to commute as needed to any area of the NNSS Work locations as needed.

  • Work schedule will be 4/10's , Monday through Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

    Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘ Identity, Credential, and Access Management ,’ and Supplemental Directive NNSA SD 206.2, ‘ Implementation of Personal Identity Verification for Uncleared Contractors .’

    Annual salary range for this position is $77,001.60 - $115,502.40.

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
