Reports To:Directly: Divisional HR Director; Indirectly: General Secretary

Availability:Immediate

Schedule: Full-Time (some evenings and weekends may be required)

Salary and Grade: $85,000.00 annually, depending on education and experience; 16 Exempt

    Position Overview:The Assistant HR Director (AHRD) is responsible for all areas relating to employment, recruiting/job fairs, job postings, policy and administrative onboarding for Pendel Divisional Headquarters employees, trainings, and administrative paperwork for the Employee Service Anniversary and Christmas Allowance, as well as assistance with Employee Relations matters including, but not limited to, conducting investigations, note taking, and providing administration with a summary in a timely manner. The AHRD provides assistance to the Divisional HR Director (DHRD) relating to HR laws, regulations, and ongoing daily functions, as needed.

Responsibilities

Description of Position:

  • Serves as a link between management and employees by handling questions relating to positions, such as job postings, and processes within HR, Divisional Headquarters, and the ministries of The Salvation Army’s Eastern Pennsylvania and Delaware Division.

  • Serves departments by assisting with identifying staff vacancies, and with recruiting, interviewing, and providing guidance in selecting applicants at Divisional Headquarters, as needed.

  • Provides onboarding for newly hired employees at Divisional Headquarters with information about policies, job duties, working conditions, wage and payroll information, opportunities for promotion, and employee benefits.

  • Functions as the primary point of contact for staffing agencies and works with DHQ Departments with receiving appropriate approvals in order to fill short-term vacancies.

  • Serves as the primary contact with Temple University for the HR Department’s work study program, as well as provides oversight and direction to the HR Assistants in their oversight of the work study personnel clerks.

  • Ensures the notices of nondiscrimination are disseminated and included in all Pendel publications, including, but not limited to, employment opportunity notices, and bulletin boards.

  • Reviews and recommends any changes needed to update all forms and processes used in the normal course of operations to eliminate bias, including works with the HR staff and Corps Officers to ensure all job descriptions include properly written required formal BFOQ qualifications.

  • Oversees the Divisional Job Posting boards (SA Inform and DHQ Bulletin Boards) and storage system (ICIMS).

  • Ensures recruiting materials, onboarding materials, and new employee orientation materials are updated and functional to foster a positive attitude toward organizational objectives.

  • Plans and provides training for various topics to the field either through in person, on online training with JJ Keller, etc. coordinating with Divisional Leaders and their support staff upon request.

  • Works to maximize the Return on Investment made by The Salvation Army in the Human Resources function by anticipating organizational needs, providing insightful analyzes and pertinent solutions, and resolving conflicts peacefully and in a timely manner.

  • Works to ensure consistent and fair treatment of employees by ensuring employment opportunities, reward and recognition systems, progressive discipline systems, and benefits administration is processed in a timely, fair, consistent, and confidential manner.

  • Provides assistance to management in handling special situations requiring direct contact with the employee and/or management/officer staff, including, but not limited to, completing workplace investigations, handling layoffs, and administering discipline, up to and including terminations.

  • Completes assigned projects for the Affirmative Action Plan, Service Anniversary and Christmas Allowance.

  • Provides general support to the DHRD in all functional areas of HR, including Employee Relations matters including, but not limited to, conducting investigations, note taking, and providing administration with a summary in a timely manner, Recruitment/Training, Employment Litigation, and HRIS Systems administration, including Time and Attendance and computer conversions.

  • Performs other duties as assigned by the HR Director or supervising Salvation Army Officer.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in Human Resources, or related field, with 5 years of related HR experience. Master’s Degree in HR or related field of business is preferred.

  • Knowledge of the principles, practices, and procedures of human resources management, as well as the use of multiple computer programs. Knowledge of Dayforce, Timekeeping and UKG-Pro experience a plus.

  • Proficiency with Microsoft Office Suite – Excel, Word, Outlook, PowerPoint.

  • Proven ability to multi-task and be successful in an environment that has priority shifts on a frequent basis.

  • Ability to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action.

  • Ability to create a feeling of trust with employees.

  • Ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships.

  • Creative, strategic, and logical thinker.

  • Valid driver’s license and safe driving record.

  • Must have access to reliable transportation when a SA fleet vehicle cannot otherwise be scheduled.

  • Presents self in a manner that reflects credit on The Salvation Army, the Divisional HR function and encourages other to do the same.

  • As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every five years thereafter. Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check.
