Job Duties/Scope Of Work HMIS is seeking an Environmental Scientist/Engineer to support HMIS Environmental Monitoring air quality program. JOB SUMMARY: The Environmental Scientist / Environmental Engineer will work under more senior individuals to assist the HMIS team with federal and state regulatory reviews and developing strategies to ensure compliance with requirements. The selected candidate will support the preparation of air permit applications and Air Operating Permit (AOP) revisions. The selected candidate will assist HMIS staff with integrating activities between multiple contractors including coordinating and conducting Department of Energy (DOE)/contractor collaboration meetings, meetings with regulatory agencies, coordinating review and comment on emerging regulations, and preparing reports required by permit. The selected candidate will assist with management and operation of sitewide air related databases. Essential job duties of this position include: • Provide technical support to Projects compliance with applicable air regulations. • Apply sound professional judgment on work products with the ability to work in a team environment under sometimes-stressful situations in support of project and organizational needs. • Develop and write procedure(s); author and own program plans within the area of responsibility as applicable. • Prepare and deliver environmental presentations, training, and perform compliance and/or specialty assessments as requested; prepare technical documents, calculations, and produce models in support of air permitting as required to perform the duties of the position. • Prepare regulatory analysis memorandum and/or interpretive guidance. • Support the preparation of Notice of Construction air permit Applications for criteria and toxic and radioactive air emissions. • Provide support to HMIS subject matter experts of the Clean Air Act (CAA) compliance and Environmental Monitoring program. • Assist facility management and Environmental Compliance Officers in the investigation of compliance deviations, non-compliances, and effective integration of environmental requirements into work planning and execution. • Provide site-wide management, administration, integration, permitting and compliance support for the AOP and site wide engine tracking systems. • Assist with preparation of regular interface meetings among regulatory agencies, DOE and Hanford Site contractors. • Assist with preparing for routine interface meetings with the DOE and other Hanford Site contractors. • Support the preparation and compilation of numerous contract deliverables (reports/certifications). • Support the preparation of environmental requirements implementing documents (e.g., policies and procedures). Basic Qualifications • Bachelor's Degree in Science or Engineering. • Familiarity with environmental regulations. • Strong attention to detail. • Strong interpersonal skills and well-demonstrated written and verbal communication skills. • Strong math and calculation skills. Desired Qualifications • Degree in Environmental Science or Engineering with 5+ years of work experience, with at least 3 of those years directly related to air regulations interpretation and implementation, permitting, and reporting. • Knowledge of Washington state air regulations. • In depth knowledge of Title V Air Operating Permits and general knowledge of the Hanford Site Air Operating Permit. • Experience running radiological (e.g. CAP88) and toxic (e.g. AERMOD, CALPUFF) air models. • Experience creating air pollution emission estimates. Compensation & Benefits Grade 14: $71,200 - $89,800 Grade 15: $78,338 - $98,813 Grade 16: $86,138 - $108,513 Relocation assistance may be authorized.
