State of Utah - Jobs Transit Division Preconstruction Enginee in SALT LAKE CITY, Utah

The new Transit Division of the Utah Department of Transportation (UDOT) is looking for a Preconstruction Engineer with extensive experience in preconstruction activities (preferably related to transit). Through House Bill 322,UDOT has been tasked with creating a Transit Division and working with the Utah Transit Authority (UTA) to deliver fixed guideway transit projects. The Transit Preconstruction Engineer will be responsible for guiding the preconstruction process of transit projects.   This person will need to work closely with our partners at UTA to help find the right balance for delivering quality transit projects to the state of Utah in the most efficient and cost-effective way possible. These projects are critical to helping UDOT achieve its mission to enhance quality of life through transportation.   It will also be important to maintain close relationships with UDOT Region staff,specifically the Region Preconstruction Engineers,as well as local governments and other entities so that we are accommodating all aspects of transportation and transit design at every level. The Organization In July of 2023,UDOT created a new Trails and Transit Division. UDOT operates across the entire state of Utah planning for,constructing,and maintaining state transportation facilities while also helping to support countless local projects through funding mechanisms available at the state level. With the creation of the Transit Division,UDOT is placing transit at the forefront of transportation options.   Additionally,now more than ever,UDOT is in the business of planning and building transportation options beyond just roads and bridges. This includes options for active transportation (walking,biking,etc) and transit. Utah s Transportation Vision,or UVision,is the statewide strategic plan for transportation centered on the four pillars of Good Health,Strong Economy,Better Mobility,and Connected Communities. UDOT is an important and trusted resource in statewide multi-modal transportation decision-making. The UDOT Transit Division The UDOT Transit Division was established in 2023 to manage and deliver transit projects for the state of Utah. Transit will play a key role as Utah s population continues to grow and people will need more options to get to where they need to go. Working closely with our partners at the UTA,commuter rail,light rail,bus rapid transit (BRT),and bus will work together to provide safe and reliable mobility options to allow Utahns to stay connected. Principal Duties The Transit Division Preconstruction Engineer will be responsible for:  

  • Managing the preconstruction process for fixed guideway capital transit projects
  • Coordinate with UTA projects on all aspects of preconstruction design reviews
  • Develop strong working relationships with both UTA preconstruction personnel and UDOT Region Pre-Construction Engineers
  • Develop schedules,estimates,and staffing plans for transit projects in the preconstruction phase
  • Oversee quality for the pre-construction aspects of  transit projects
  • Prepare consultant contracts for any aspects of the preconstruction process and oversee those contracts
  • Help develop UDOT standards for the transit preconstruction process
  • Coordinate UDOT and UTA planning and project delivery timelines.
  • Revise/Update UDOT policies and procedures when required to meet FTA requirements.

Other Duties As part of their duties,the Transit Division Preconstruction Engineer will need to:

  • Develop effective working relationships with management,fellow employees,and interagency staff.
  • Meet deadlines.
  • Work independently a nd as part of a team.
  • Be self-motivated,proactive,and assertive.
  • Maintain professionalism,integrity,and a public-service attitude.
  • Work will be >75% in office for the f rst 3-6 months.  An increase in the remote work percentage will be considered based on performance and need after this time.

Required Skills A successful candidate will possess the following skills:

  • Be highly organized and track the progress of complex,multi-year projects.
  • Be able to effectively communicate to various stakeholders verbally or in writing.
  • Be able to develop and maintain relationships with multiple stakeholders.

Minimum Qualifications In order to qualify for this position,a candidate must:

  • Be registered as a Professional Engineer (PE) in Utah.
  • Have at least least four (4) years of engineering experience following licensure as a PE.

  • Working Conditions - Risks found in the typical office setting,which is adequately lighted,heated and ventilated,e.g.,safe use of office equipment,avoiding trips and falls,observing fire regulations,etc.
  • Physical Requirements - Typically,the employee may sit comfortably to perform the work; however,there may be some walking; standing; bending; carrying light items; driving an automobile,etc. Special physical demands are not required to perform the work.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
