Job Summary

This position works 40 hours per week.

The position allocated to this class performs duties associated with park planning, design, development, redevelopment and/or improvement. Incumbents perform a broad range of analytical and technical work (e.g. park master plan preparation, land use analysis, evaluation, planning/development and managing construction of complex, high value capital improvements, etc.) The incumbent must exercise sound and independent judgment and initiative in the selection of appropriate courses of action and resolution of problems. Assignments are received with little technical instruction and require considerable complexity, responsibility, and expertise; Work involves considerable interaction with park operations personnel, Planning and Land Acquisition Administrator, other County departments, governmental agencies, and the general public.

Work is performed under the administrative supervision of the Parks Project Manager/Landscape Architect 2. Work is reviewed by the Parks Project Manager/Landscape Architect 2 for timely completion of projects and compliance with established policies and objectives; work is evaluated through reports, conferences and results obtained.

TOTAL COMPENSATION: $87,992 - $123,265 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Examples of Duties

  • Park Planning and Design

  • Creates conceptual renderings and graphics for presentations, informational materials, permitting needs and/or webpages utilizing rendering skills and landscape architecture-related drafting software (Adobe Photoshop, Illustrator, AutoCAD, Sketchup, etc.).

  • Serves as “in-house” Landscape Architect through creation of design documents, detailed construction blueprints, specifications, and cost estimates as necessary for small-medium sized projects within the County Parks system, to be completed by Park Operations personnel.

  • May review landscape plans for project work by various County departments.

  • Researches, studies, evaluates, performs field checks and subsequently recommends park site selection, master plan proposals or other major facility planning/design projects; reviews governmental property for potential park use; participates in and reviews site acquisition and program development.

  • Works in conjunction with the Senior Landscape Architect and assists the Park Planning and Land Acquisition Administrator and/or Director in updating the Park, Recreation and Open Space Plan (Park Plan), the Spokane County Regional Trail Plan, and other plans as may be applicable to the department.

  • Provides technical planning, design assistance and project oversight involved in landscape architecture, engineering, and construction activities related to Parks, Recreation, & Golf Department facilities design, procurement, capital development and re-development projects.

  • Project Management

  • Manages and coordinates the scope, schedule, budget, and quality of parks projects, from planning, design, and environmental analysis to construction for the development and modification of amenities, facilities, and buildings of the Parks, Recreation, & Golf Department.

  • Coordinates, plans, directs, and reviews the work of project personnel and contractors in all phases of work, including studies, planning, construction, and environmental review activities.

  • Coordinates the selection of landscaping, architectural, or engineering firms and reviews their subsequent planning, design, and construction work products.

  • Reviews and approves facility program needs, schematic and preliminary design work.

  • Reviews and approves project schedules; and coordinates reporting systems and administration procedures.

  • Inspects Parks, Recreation, & Golf Department construction and maintenance projects to ensure compliance with rules, regulations, plans, and specifications, including storm water regulations and Americans with Disabilities Act (ADA); and manages regulatory code compliance.

  • Inspects work for contract compliance.

  • Works with the Parks, Recreation & Golf Department Operations Division and others to ensure projects are feasibly, sustainably and practically designed and will be permitted by applicable agencies.

  • Provides design review and day-to-day oversight of a variety of multiple ongoing department projects.

  • Applies for or assists consultants in applying for permitting and approvals such as grading, cultural resources, building, critical areas, SEPA, JARPA, Army Corps of Engineer approval and/or hydraulic project approvals.

  • Develops and prepares project informational materials (e.g. scope of work, project description, goals, etc.) to help the Parks Department and Purchasing Department facilitate successful Request for Proposals (RFP) and Request for Qualifications (RFQ) for park projects.

  • Reviews design documents and informational material for completeness (e.g. scope of work, project description, goals, etc.) as prepared by consultants to help the Parks, Recreation, & Golf Department and Purchasing Department facilitate successful solicitation of bids and to help insure desired project completion results.

  • Prepares, monitors, and updates project summaries including change orders and associated costs.

  • Manages and tracks project RFIs, ASIs, Submittals, Change Order Proposals, and Change Orders.

  • Ensures that project expenditures remain within budgetary allocations, following policies and procedures to properly account for all funds.

  • Reviews and approves pay applications for vendors, consultants and contracts as related to construction projects.

  • Negotiates and coordinates contract agreements with design professionals and contractors.

  • Public Participation and Outreach

  • May represent the department at public meetings and may serve as a liaison with other County and outside agencies.

  • Facilitates, coordinates and participates in community and public involvement meetings to gather information and secure support for the implementation of parks and recreation programs and projects.

  • Works closely with and maintains positive rapport with a variety of groups and stakeholders.

  • Develops and recommends planning study objectives.

  • May assist the Director or Park Planning and Land Acquisition Administrator, with the acquisition of park land.

  • Assists with the creation of contracts, agreements, easements and other legal documents.

  • May assist the Director or Park Planning and Land Acquisition Administrator with research related to court and tax records, historic agreements, real estate trends and or other areas of inquiry.

  • Reviews zoning records to determine proposed property zoning, zoning conditions and restrictions and their impact on use of the intended property.

  • Grant Administration

  • Prepares, presents and assists others in the preparation of grant applications and funding proposals for park/ facility development and enhancement, land acquisition and/or other department projects as needed.

  • Works independently and with others to identify and oversee the management of federal, state, local and private grants related to park planning and development efforts.

  • Evaluates compliance with grant agreements.

  • Maintains grant and contract files.

  • Performs other related duties as required/assigned.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university, in landscape architecture, or a related field.

  • Three (3) years of landscape architecture/planning, design, and construction project management experience.

  • An equivalent combination of relevant education, training, and/or experience may be considered.

  • Park design, planning and/or park or public project construction management experience is preferred.

  • WA State Landscape Architect License required at time of hire and for the duration of employment (if currently licensed in another state, a reasonable period of time may be provided to become licensed in WA State) .

  • Possession of a valid Driver's License at time of hire and for the duration of employment.

Selection Factors

PAID TIME OFF

Spokane County Observed Holidays

Up to 10 (ten) paid holidays are observed by Spokane County.

PTO

Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation

For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave

Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves

Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

INSURANCE BENEFITS

Medical Insurance

Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Dental Insurance

Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance

The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage

Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.

RETIREMENT

Retirement Plan (401a)

Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)

Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.

VOLUNTARY BENEFITS

AFLAC

Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance

Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.

Flexible Spending Plan (FSA)

Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance

Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.

Spokane County participates in a program with STA which discounts bus passes to $5 a month.
