CNY Centro Facilities Project Manager in Syracuse, New York

SALARY RANGE: Grade 7 - $70,524-$78,827 Note: Starting salary to be determined by evaluation of experience and qualifications for the position and will be set at some point between the minimum and maximum of the pay scale.

HOURS: Monday thru Friday 7:00am-3:30pm

JOB SUMMARY: This position is responsible for the development and implementation of capital and special projects upon request of the V.P. of Fleet and Facilities and the Capital Project Committee, while also assisting with the management and oversight of CNYRTA facilities. The Facilities Project Manager will utilize their knowledge of project management, facility operations, and CNYRTA's mission to achieve goals and objectives. This role involves key work in vital functions such as financial management, procurement, contract administration, reports management, human resources, and facility maintenance and upkeep

MAJOR DUTIES:

CONSTRUCTION MANAGEMENT: Develop comprehensive project plans for construction endeavors, outlining timelines, budgets, and resource allocations. Coordinate with architects, engineers, and construction teams to ensure adherence to project specifications and regulatory requirements. Oversee contractor selection processes, including bid evaluations, contract negotiations, and performance assessments.

FACILITY MANAGEMENT: Assist the Facilities Manager and act as back-up in the event of their absence. Assist in conducting routine inspections of CNYRTA facilities to identify maintenance needs, capital needs and potential safety hazards. Assist in coordinating and overseeing preventive maintenance schedules for building systems and equipment. Assist in management of work orders for repairs and ensures timely completion by internal staff or contracted vendors. Assist in overseeing janitorial and cleaning services to ensure a clean and safe environment for employees and passengers. Assist in development and implementation of cost-effective strategies for facility maintenance and operations. Assist in tracking and managing facility-related budgets and expenditures.

KNOWLEDGE REQUIRED BY THE POSITION: Applying analytical and evaluative methods and techniques to issues or studies concerning authority operations and facilities management. Knowledge of pertinent laws, regulations, policies, procedures, and precedents affecting programs, projects, and facilities. Knowledge of major issues, program goals and objectives, work processes, and administrative operations of CNYRTA and governmental agencies impacting those programs, projects, and facilities. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of programs and facilities. Skill in preparing project papers and reports and organizing and delivering briefings to senior managers and the Board of Directors to encourage understanding and acceptance of findings and recommendations. The knowledge and skill to plan, organize and direct team activities and work where the Project involve substantial agency resources, potential changes to established procedures, or may create conflicts among departments. This position is that of a generalist requiring a masters level understanding of a broad spectrum of administrative and operational services.
